Odessa Region Sees Record 386 Animal Cruelty Cases in Early 2025

According to Главком: On March 13, a 72-year-old man in the Podilskyi district of Odessa region shot a neighbor's dog and her puppies. The attack occurred in a village of the Oknyanska community, inside a hayloft on the property. The weapon used was a hunting rifle.
A police investigative team from the Podilskyi District Police Department is working at the scene. Authorities are deciding whether to enter the case into the Unified Register of Pre-trial Investigations. Police are investigating the incident under Article 299 of Ukraine's Criminal Code, which addresses the cruel treatment of animals. The sanctions under this article can include restriction or deprivation of liberty.
Statistics on Animal Cruelty Cases
In the first five months of 2025, Ukraine's Prosecutor General's Office recorded 386 criminal proceedings under Article 299. This figure is 3.7 times higher than during the same period last year. Suspects have been notified in 80% of these cases, but only 4% of the proceedings have so far reached the courts.
The Podilskyi district incident is another example of the rising number of animal cruelty cases in Ukraine.
