Ukraine Has Documented Over 225,000 Russian War Crimes

Ministerial Meeting and International Conference

A ministerial meeting of the Accountability Dialogue Group for Ukraine, alongside the international conference 'United for Justice,' took place recently. During this event, more than 256,000 crimes linked to Russian Federation aggression were recorded, of which over 225,000 are classified as war crimes. Ukrainian investigators report that Russia has taken the lives of over 17,000 people, including 700 children.

Representatives from more than 20 national governments attended the conference, highlighting global interest in accountability for these offenses. Ukrainian investigators and prosecutors have notified 1,191 individuals of suspicion in committing war crimes. Among these, 856 indictments have already been sent to court, and 254 individuals have been convicted.

The conference's working panels addressed critical issues, including:

  • legal harmonization
  • new strategies for investigating international crimes
  • legal responses to child deportation
  • repression in temporarily occupied territories
  • attacks on critical infrastructure
  • use of unmanned aerial vehicles against civilians

Forms of international cooperation were also discussed, such as:

  • joint investigations
  • evidence sharing
  • execution of mutual legal assistance requests
  • prosecution of suspects before extradition
  • exposure of intelligence networks

This conference marked a significant step toward ensuring justice and accountability for crimes committed in Ukraine, while also strengthening international collaboration against aggression and war crimes. Given the high number of documented offenses and active participation from global partners, efforts in investigation and prosecution could lay the groundwork for further international action in protecting human rights and restoring justice. Coordinated efforts among participating nations may also increase the chances of successfully investigating and punishing those responsible for war crimes in Ukraine.
