Houses Damaged by Frost: Why Recovery May Take Years

Residents of apartment buildings in Ukraine that have been damaged due to power outages and frost may be left without housing for an indefinite period. Recovery will require major repairs, which may take 2-3 years. Oleg Popenko, head of the Utility Consumers Union, noted in an interview with analyst Yuriy Romanenko that the situation in Kyiv is particularly complex.

In the capital of Ukraine, more than 200 houses have been damaged after shelling, and over the past 4 years, only eight houses have been restored in Kyiv. This indicates that the recovery process is extremely slow and labor-intensive. Popenko emphasized that repairs will not take just a few weeks but may take one, two, or even three years.

Funding and Electricity Supply

Funding for large-scale repairs will not start arriving until spring, and money will not begin to be allocated until at least March-April.

“It will take another 4-5 months for procedures,” Popenko stated.
He pointed out the duration of administrative processes that delay the recovery.

The expert also noted that the situation with electricity supply will not improve either in January or February.

“In reality, it will be better with electricity until mid-March,” he added.
Thus, residents of damaged houses may face prolonged difficulties in ensuring their living conditions.

This situation highlights the seriousness of the consequences that weather conditions and hostilities can have on Ukraine's housing stock. Delays in funding and administrative procedures only complicate the lives of residents who have already faced hardships due to the war and energy crisis. The recovery of infrastructure and housing will be an important step in restoring normal life in the country, but the implementation of this process may take a significant amount of time.
