Citizen Obligations Regarding Military Summons
Attorney Yaroslav Khlivnyi emphasizes that possessing a deferral or reservation does not exempt citizens from the legal duty to respond to paper summonses issued by Territorial Recruitment Centers (TRCs). He notes that a formal summons remains the only legitimate method of conscription, and ignoring it can lead to severe penalties, including fines and potential criminal charges. This legal framework is a cornerstone of Ukraine's mobilization process during the ongoing national defense effort.
The summons serves as the primary communication tool between TRCs and citizens. 'Anyone can receive a summons, regardless of whether they have a deferral, a reservation, or are even listed as wanted,' Khlivnyi states. He adds that there are currently no regulations governing digital communication between TRCs and Ukrainian citizens, meaning phone calls or SMS messages from recruitment centers carry no legal weight.
Potential Consequences and Fines
Fines for failing to appear without a valid reason can range from 17,000 to 25,500 hryvnias. In cases of systematic evasion, an individual may face the threat of imprisonment. The attorney stresses that the common misconception among those with deferrals or reservations—'since I have these documents, I don't need to report when summoned'—is incorrect and legally risky.
The summons distribution system is currently being refined as Territorial Recruitment Centers work to adjust their communication and control over the process. 'Previously, summonses were very common for active-duty military personnel. But we are gradually moving away from paper-based work and toward digital registries,' Khlivnyi explains. Types of summonses may include:
- Requests for data clarification
- Orders to undergo a military medical commission (MMC)
