Law enforcement has exposed a large-scale tax evasion operation within a network of second-hand stores, with losses estimated at nearly 40 million Ukrainian hryvnias (around $1.4 million). The announcement came from the Prosecutor General's Office and the National Police of Ukraine, highlighting a sophisticated method to dodge taxes over several years.

Company officials artificially split their business by routing operations through individual entrepreneurs (FOPs) registered under a simplified tax system. This allowed them to reduce their tax burden significantly. While sales were formally processed by these FOPs, the actual management and control remained with the main company. The scheme covered not only used clothing and footwear but also household items, cleaning products, and hygiene goods.

Investigation and Impact

The findings were based on an analytical study by the tax authority. Between 2023 and 2025, the state budget may have lost over 38 million hryvnias due to understated VAT liabilities. Investigators are now conducting initial proceedings to identify all individuals involved and fully map out the operation.
