Scheme to Smuggle Draft-Eligible Men Out of Ukraine Exposed
Law enforcement in Kyiv has uncovered an illegal operation smuggling men of conscription age out of Ukraine. The organizer promised a 33-year-old resident of the Kyiv region that, for $7,000, he would remove him from the 'Oberih' wanted persons database. For an additional $25,000, the suspect offered to arrange disability documents to facilitate the man's departure. Authorities arrested him while he was receiving this payment.
The detained man has been charged under Part 3 of Article 332 of the Criminal Code of Ukraine, which covers organizing the illegal transportation of persons across the state border. He faces up to nine years in prison. This is not an isolated case. Separately, the Vinnytsia region migration police exposed a married couple also engaged in illegally transporting men liable for military service. This couple charged $6,500 per person, driving clients to the border area, bypassing checkpoints, and hiding them inside vehicles.
Attempts to Illegally Cross the Border
In another incident, border guards of the Mohyliv-Podilskyi detachment prevented a 44-year-old Kyiv man from illegally crossing the border. The man attempted to leave the country by falsely presenting his 80-year-old mother-in-law as his wife. These cases collectively point to organized schemes designed to circumvent Ukraine's laws restricting the departure of draft-eligible men, a situation causing significant concern for authorities. Since the full-scale invasion, Ukraine has imposed strict travel restrictions on men aged 18 to 60 to maintain its defense forces.
The exposure of these schemes demonstrates heightened activity by law enforcement in combating the illegal departure of those eligible for military service, a critical issue against the backdrop of the ongoing war.
The increasing number of uncovered cases indicates a persistent demand for such illegal services, which may lead to even tighter controls on the movement of conscription-age men. Law enforcement continues to implement preventative measures to stop similar crimes in the future.
The recent uncovering of a smuggling operation highlights the lengths to which some individuals will go to evade Ukraine's travel restrictions. In a related incident, a man attempted to escape the country by misrepresenting his elderly relative as his spouse, illustrating the desperate measures being taken.
