Rising Tensions Between Ukraine and Poland

In 2023, Polish President Karol Nawrocki acknowledged Ukraine’s right to choose its own national heroes. Yet on June 19, 2025, he revoked the Order of the White Eagle from Ukrainian President Volodymyr Zelenskyy. The decision followed the naming of a Ukrainian Armed Forces unit after the Ukrainian Insurgent Army (UPA), a move that sparked fierce controversy and outrage on both sides. This incident highlights the fragile state of diplomatic relations between the two neighboring countries.

The next day, June 20, Zelenskyy mailed the medal back to Nawrocki, signaling his displeasure with the Polish leader’s action. Notably, several former Ukrainian presidents have also previously declined the Polish Order of the White Eagle, including:

  • Leonid Kuchma
  • Viktor Yushchenko
  • Petro Poroshenko

Poroshenko specifically described the decision to strip him of Ukraine’s state awards as

“illegal and unconstitutional.”

Economic Challenges

Adding to the complexity, former Polish President Aleksander Kwaśniewski warned that Poland could face serious economic difficulties due to a mass exodus of Ukrainian workers. He pointed to potential disruptions in key sectors of the Polish economy. Meanwhile, Nawrocki stressed the importance of rejecting a culture of totalitarianism and violence, stating that Poland would not allow those who fail to understand this to join the European Union.

As a result, the strain between Ukraine and Poland continues to intensify, driven not only by historical grievances but also by contemporary political and economic challenges. The controversy surrounding the Order of the White Eagle and the positions of both presidents underscore the complexity of bilateral relations, as both nations still grapple with the legacies of the past and present. This escalation could have far-reaching consequences, affecting security cooperation and economic development across the region.

The ongoing tensions between Ukraine and Poland are further complicated by recent diplomatic developments, including the absence of Polish President Nawrocki from the guest list at a significant conference focused on Ukraine's reconstruction efforts.
