Ukrainian officials and experts are actively discussing the possibility of holding the nation's presidential election without first lifting the current state of martial law. Sources close to the negotiation process, as well as interlocutors within the Verkhovna Rada, the Central Election Commission, and the President's Office, have confirmed these discussions. President Volodymyr Zelenskyy has publicly acknowledged this potential course of action. This consideration highlights the extraordinary challenge of maintaining democratic norms during a full-scale invasion.

A Potential Election Scenario

International media outlets, including Reuters and the Financial Times, report that a possible scenario involves reaching key agreements in the spring. This would be followed by the organization of a presidential election and a national referendum. The first round of voting, potentially combined with the referendum, could be held in early June. A framework peace agreement based on a 20-point plan is also part of the discussions.
