Sale of land on Borzhava for a pittance: former head of ARMA accuses new management

Criticism of the new ARMA management

The former head of the Assets Recovery and Management Agency (ARMA), Olena Duma, criticized the new agency management regarding the sale of land on Borzhava meadow. According to Duma, this sale leads to significant losses for the Armed Forces of Ukraine.

On January 8, information emerged about the sale of over 460 hectares of land on Borzhava for 89.5 million hryvnias. The land was divided into three lots:

  • 26.7 ha
  • 199.1 ha
  • 234.8 ha

The buyers were Andriy Vinhranovsky and Ihor Vasyuk. The assessment by ARMA indicated that the plots with infrastructure for a ski resort were worth more than one billion hryvnias, while the sale occurred at minimal prices - around 2,000 hryvnias per hundred square meters.

She also emphasized that the lack of reaction from Prime Minister Yuliya Svyrydenko, who has been coordinating ARMA since December 2025, is a 'personal responsibility for corruption.' This situation has raised concerns among experts and the public as it may have serious consequences for regional development and financing defense needs of the country.

Discussion of land sale

The sale of land on Borzhava meadow has become a topic of discussion not only among experts but also among the general public, as this issue pertains to strategic resources and state interests. Given the estimated value, the sale at a significantly lower price may indicate shortcomings in management and transparency in ARMA's processes.

This also underscores the importance of monitoring the actions of new leaders of agencies managing state assets, especially in wartime conditions when every resource is critical for maintaining the country's defense capability.
