The '70 to 30' Program in Ukraine
The '70 to 30' program started operating in Ukraine in September 2025 with the aim of supporting internally displaced persons and people from frontline areas in purchasing housing. As of January 2026, the state has financed the purchase of housing for 118 families. This program allows for the 'eOselya' mortgage, which significantly eases access to housing for the specified categories of citizens.
Program Conditions
The program stipulates that the state covers:
- 70% of the initial payment for housing;
- 70% of the monthly loan payment.
For arranging the deal, applicants can receive approximately 40,000 UAH for additional expenses. Housing requirements include that the age of the building does not exceed 20 years, and the cost of housing is up to 2 million UAH.
Over 1,200 applications have been submitted to the Pension Fund from citizens wishing to take advantage of this program. The government has already allocated 4.4 billion UAH for the program this year, indicating serious intentions to support the population in housing issues.
