Ukraine's 'Affordable Medicines' Program Adds 37 New Drugs to Its Reimbursement List

Updates to the 'Affordable Medicines' Program

The Ukrainian Ministry of Health has approved an updated list of medicines and medical products eligible for reimbursement under the state's 'Affordable Medicines' program. Starting in April, the program will expand to include 37 new drugs in various dosages, targeting conditions such as cardiovascular disease, diabetes, and respiratory illnesses. The revised list now contains 748 items in total.

Funding and Price Controls

Funding for the 'Affordable Medicines' program has increased this year by 1.8 billion UAH, reaching a total of 8.7 billion UAH. Funding for 2025 is planned at 6.9 billion UAH. Since the beginning of 2026, over 1.5 million patients have already utilized the program, with more than 3.5 million prescriptions reimbursed.

The Cabinet of Ministers has instructed the Ministry of Health and the State Service for Food Safety and Consumer Protection to monitor drug prices. The government will fine pharmacies found to be overcharging. As the ministry's press service noted,

"expanding the program is a key step toward improving treatment accessibility for patients with chronic illnesses."

The updated list further includes:

  • 621 medicinal products
  • 59 insulin preparations
  • 32 combination drugs
  • 36 types of medical devices, including test strips for glucometers

The Cabinet of Ministers has also adopted a series of decisions aimed at reducing drug prices and ensuring their availability.

This program expansion reflects the government's growing focus on making essential medicines more accessible, a critical issue for many Ukrainians. The addition of new drugs to the list is expected to significantly improve the quality of life for patients requiring regular treatment.
