Head of Municipal Enterprise Faces Charges
The Kyiv City Prosecutor's Office has formally indicted the head of a municipal enterprise for official negligence related to the procurement of anti-parking bollards, resulting in financial damage to the city budget. The accused is the director of the municipal utility company 'SHEU for the Repair and Maintenance of Roads and Structures in the Podilskyi District.' This case is part of ongoing efforts in Ukraine to combat corruption and mismanagement in public procurement.
Case Details
According to the indictment, the official is charged with negligence under Part 2 of Article 367 of the Criminal Code of Ukraine. During the procurement process, bollards were purchased that failed to meet specifications, as their height was less than required by the tender documents. Furthermore, the bollards did not comply with the Ukrainian State Standard (DSTU).
These actions caused a loss to the city budget of nearly 1.4 million hryvnias (approximately $36,000 USD). The Prosecutor's Office has also filed a civil lawsuit to recover this amount from the accused.
This case highlights systemic issues in public procurement and the management of budget funds.
The official negligence that led to these financial losses calls into question the effectiveness of oversight for government contracts.
