UNDP Reveals Ukrainian Regions with the Greatest Website Accessibility Gains

National Barrier-Free Week: New Accessibility Initiatives Emerge

During National Barrier-Free Week, a workshop with CDTOs was held to discuss improving access to public services. The United Nations Development Programme (UNDP) conducted its fifth audit of government websites for basic accessibility. The review identified the regions that have shown the most significant improvement in web accessibility:

  • Rivne Oblast
  • Zakarpattia Oblast
  • Ivano-Frankivsk Oblast
  • Donetsk Oblast
  • Ternopil Oblast

In Dnipropetrovsk Oblast, 99 mobile service kits were launched to make public services easier to access. Sumy Oblast achieved a first for Ukraine by opening an underground Administrative Services Center (ASC) in a bomb shelter—a critical step for maintaining uninterrupted access to government services during emergencies. Across eight communities in that region, ASCs now operate using inverters and batteries, ensuring they remain functional during power outages.

Sumy Oblast also integrated a chatbot into its call centers that automatically resolves 70% of the most common inquiries, greatly simplifying communication between citizens and state agencies. These efforts highlight a strong push by regional administrations to create barrier-free services that make public offerings accessible to everyone.

Growing Focus on Accessible Public Services

These measures reflect Ukraine's increasing commitment to making public services accessible—a crucial factor in upholding the rights of all citizens, including people with disabilities. The audit results and new initiatives point to positive momentum in this area, which could improve overall quality of life. The actions taken across various regions demonstrate that accessibility has become a top priority for local governments.

As regional administrations prioritize accessibility, the recent opening of a new barrier-free Diia Center in Samar serves as a significant example of these efforts. This center will provide essential services to 70,000 residents, further underscoring the commitment to enhancing public service accessibility across Ukraine.
