Russia's Blueprint for Ending the Conflict

Vladimir Putin intends to bring the war in Ukraine to a close by the end of 2026, with conditions that include full control over Donbas and a security agreement with Europe. However, according to assessments, Ukrainian forces have stabilized the front line, halting Moscow's spring offensive. In Ukraine and among its allies, there is a growing belief that the Russian invasion is losing momentum, with drones playing a decisive role in this shift.

Kremlin spokesperson Dmitry Peskov has denied that the Russian president set any specific deadlines. Meanwhile, Ukrainian troops are holding most of the front and had stabilized the situation by mid-May. Finnish President Alexander Stubb reported a loss ratio of one Ukrainian soldier for every five Russian soldiers, a figure echoed by U.S. Secretary of State Marco Rubio. According to Mykhailo Fedorov, approximately 35,203 Russian soldiers were killed or severely wounded in April.

Ukraine's Strategy and International Response

Ukraine's goal is to inflict at least 200 enemy casualties for every square kilometer of territorial gain. Minister Fedorov previously stated that 50,000 losses per month could make the war unbearable for Moscow. Kyiv also launched one of its largest-ever strikes on Moscow and the surrounding region over the past weekend, signaling continued Ukrainian offensive activity within the conflict.

According to forecasts by Nigel Gould-Davies of the International Institute for Strategic Studies, the Kremlin may announce a second partial mobilization within the next 12 months. The UN reported that last month, the civilian death toll reached its highest level since July 2025.

“Ukraine has slowed the enemy's advance and is gradually seizing the initiative,” said Mykhailo Fedorov.

These developments underscore the rising tensions in the region and the strategic calculations of both sides. On one hand, Russia is trying to ramp up its efforts; on the other, Ukraine, backed by international partners, is demonstrating resilience and a readiness to fight. With both sides suffering heavy losses, it is crucial to monitor the next moves from both the Kremlin and Ukrainian command, as they could significantly alter the course of the conflict.
