EU to Debate Ukraine Free Trade Terms

At the initiative of Poland, Hungary, Slovakia, and Austria, the EU Council on Agriculture and Fisheries will on January 26 consider revising the terms of the free trade agreement with Ukraine. These nations are pushing for stronger safeguards for the EU's agricultural market, the harmonization of standards, and the creation of a compensation fund to support European farmers. This review comes amid heightened concerns from some member states about the impact of agricultural imports.

The discussion on Ukraine is scheduled for the afternoon session, after 4:00 PM Kyiv time. The four countries have expressed specific concerns regarding their agricultural sectors in the context of free trade deals, including those with MERCOSUR and Ukraine. They insist that Ukrainian agricultural products must fully comply with EU regulations concerning pesticide control, antibiotic use, animal welfare, and climate standards. Furthermore, they demand a halt to any further liberalization of customs tariffs until these regulatory measures are fully implemented by Ukraine.

Calls for a Farmer Compensation Fund

In addition, the nations behind the initiative propose establishing a special compensation fund to cover losses incurred by European farmers, particularly in sensitive sectors such as:

  • sugar production
  • meat
  • grains
  • dairy products
  • vegetables and fruit

These demands underscore a priority to shield domestic agricultural markets from potential negative consequences of the free trade pact with Ukraine. The debate, driven by Central and Eastern European members, could significantly shape future EU-Ukraine trade relations. Balancing the interests of these nations' farmers is seen as a crucial step for ensuring market stability within the bloc. Simultaneously, it highlights the ongoing challenges Ukraine faces in aligning with stringent EU standards as it seeks deeper economic integration.
