Presentation of the methodology for mapping corruption risks
The Council of Europe's project "Anti-Corruption Transformation in Ukraine" presented the methodology for mapping corruption risks for the National Agency on Corruption Prevention (NACP). The event was attended by 16 representatives of the NACP who discussed important aspects of the fight against corruption in Ukraine.
The presentation covered theoretical aspects, including:
- risk factors;
- indicators of abuses;
- practices for minimizing risks;
- identification of risks based on public perceptions, expert opinions, and media reports.
Moreover, the participants addressed issues of practical implementation of the methodology, considering the experience of jurisdictions that have already implemented it in their countries.
Adaptation of the methodology to the Ukrainian context
Deputy Head of the NACP Serhiy Hupyak emphasized the importance of adapting the methodology to the Ukrainian context:
“We expect today’s discussion to help identify the elements of the methodology that can be adapted to the Ukrainian legal and institutional context. It is important for us to utilize the best international practices while taking into account the structure of Ukrainian public administration, data accessibility, security constraints, and the experience already gained by the National Agency.” - Serhiy Hupyak
This activity is aimed at supporting the efforts of the NACP to enhance integrity, transparency, and accountability in public governance. The application of the new methodology aims to reduce corruption risks in Ukraine and improve the management system in state institutions.
The methodology for mapping corruption risks is an important step in the fight against corruption in Ukraine, as it allows for the identification of weak points in the management system and the prevention of abuses. Adapting international practices to Ukrainian realities can enhance the effectiveness of anti-corruption measures. The implementation of this methodology can serve as a foundation for further reforms in the public sector and ensure greater transparency in the activities of state institutions.
