New Legislation on Railway Safety and Interoperability Adopted in Ukraine
Ukraine's parliament has approved in its second reading the law "On Safety and Interoperability of Railway Transport of Ukraine," drafted by the Ministry of Development. This legislation is a cornerstone of the country's European integration efforts in the transport sector, establishing a legal framework to introduce European-style railway safety management systems and modern technical standards.
The law aims to align Ukraine's railway system with the European Union's network. It introduces new approaches to safety management, risk assessment, and rolling stock maintenance. Key provisions also include adopting European requirements for the training, certification, and qualification of locomotive engineers.
Transition Period and Implementation Roadmap
A three-year transition period has been set for implementing the law, during which time subordinate regulations must be drafted, technical procedures adapted, and new standards put into practice. The rollout is synchronized with Ukraine's obligations under the EU Association Agreement and the Ukraine Facility program.
Passing this law represents a major step toward integrating Ukraine into the European transport space, which could enhance the safety and efficiency of rail operations. Proper implementation of the new standards and requirements is also expected to drive infrastructure modernization and boost the international competitiveness of Ukraine's railway sector.
