How Foreign Employment Can Build Your Ukrainian Pension

Ukrainian citizens who have worked abroad may count that time toward their domestic pension eligibility, provided their host country has a relevant international agreement with Ukraine. Lawyer Yevhen Bulimenko explains that periods of employment outside Ukraine are recognized for pension qualification purposes if stipulated by law or under such bilateral treaties.

Countries with Active Agreements

Ukraine currently has social security agreements in force with the following nations:

  • Poland
  • Czech Republic
  • Slovakia
  • Baltic States
  • Spain
  • Portugal
  • Bulgaria
  • Moldova
  • and several other states

For instance, the 2012 agreement with Poland allows for the summation of pension-qualifying periods accrued in both countries. To claim this foreign work period, individuals must submit official documentation to the Pension Fund of Ukraine. These agreements are crucial for the many Ukrainians seeking employment opportunities abroad, helping them secure future retirement benefits back home.

According to current regulations, the following requirements will apply for retirement in Ukraine starting in 2026:

  • At age 60: 33 years of qualifying service;
  • At age 63: 23 years of qualifying service;
  • At age 65: 15 years of qualifying service.
Bulimenko further clarified that insurance periods acquired in another country are counted in Ukraine solely to establish the right to a pension. They do not affect the pension amount itself, unless specifically arranged otherwise in an international treaty.

In summary, bilateral social security agreements enable Ukrainians working internationally to build toward a domestic pension. Proactively understanding and utilizing these treaties is a key step in retirement planning for labor migrants, ensuring their contributions abroad are not lost.
