As complex social systems, empires typically exist in two primary phases: expansion and contraction. The stable existence of an empire, such as the USSR under Brezhnev, is often fleeting. The 20th century witnessed the collapse of major empires like the Ottoman and Austro-Hungarian, demonstrating their inherent vulnerability and the immense difficulty of maintaining long-term stability.

Modern Russia's Imperial Ambitions

Russia, now the world's last major empire, has sought to reclaim its former power since 1991. This process began with the second stage of the Russian Empire's dissolution—the loss of the Soviet republics. In 2008, Russia signaled its imperial revivalist intentions through military aggression against Georgia. This action foreshadowed larger conflicts, most notably the full-scale war against Ukraine, which has become an existential conflict for both nations. This struggle is rooted in a centuries-old history of imperial domination and resistance.

The stable existence of an empire depends on several critical conditions:

  • A global order based on established rules and agreements
  • High prices for its key export commodities
  • An absence of generational conflict within its ruling elite
  • No new challengers for global or regional hegemony

Historical practice shows, however, that meeting all these conditions is a formidable challenge, one that often leads to crises and, ultimately, imperial collapse.

Consequently, contemporary Russia remains locked in a struggle to restore its imperial role, generating severe international tensions, particularly with Ukraine. This underscores that empires are inherently unstable systems, prone to crisis from both internal and external pressures.
