On May 25, a series of significant events unfolded both inside Ukraine and beyond its borders. Russia’s Ministry of Foreign Affairs declared that it would begin 'systematically targeting' enterprises within Ukraine’s defense-industrial complex located in Kyiv. In response, the Russian Foreign Ministry issued a warning to foreign nationals—including diplomatic staff and personnel from international organizations—urging them to leave the city immediately. Residents of Kyiv were also advised to stay away from military and administrative infrastructure sites.

Meanwhile, in Kyiv, a meeting took place between the 'Servant of the People' parliamentary faction and Ukrainian President Volodymyr Zelenskyy. Those in attendance included:

  • Chairman of the Verkhovna Rada, Ruslan Stefanchuk,
  • First Deputy Speaker, Oleksandr Korniyenko,
  • Head of the Presidential Office, Kyrylo Budanov,
  • Prime Minister, Yulia Svyrydenko.

David Arakhamia noted that participants discussed critical issues, including the war, economic challenges, and the state’s primary objectives for the near future. He thanked the president for an open and candid conversation.

Sviatlana Tsikhanouskaya’s Visit and Government Decisions

Belarusian opposition leader Sviatlana Tsikhanouskaya arrived in Kyiv for her first official visit. She laid flowers at the grave of Maria Zaitseva and toured the Chornobyl Nuclear Power Plant as well as the city of Prypiat. The visit served as a symbolic gesture of solidarity with the Belarusian people.

Additionally, the Cabinet of Ministers of Ukraine mandated that all sales of leased state and municipal property must now go through open online auctions. Prime Minister Yulia Svyrydenko explained that non-competitive buyouts had previously been common, resulting in lost revenue for the state. According to Transparency International, the government was receiving 45% less income compared to what open auctions would generate. Between 2021 and 2024, such auctions brought in over 3 billion hryvnias in revenue.

Ukraine also held a reburial ceremony for Andriy Melnyk, the second leader of the Organization of Ukrainian Nationalists, and his wife Sofia Fedak-Melnyk at the National Military Memorial Cemetery in the Kyiv region. President Volodymyr Zelenskyy and Head of the Presidential Office Kyrylo Budanov attended the event. Zelenskyy remarked that it is symbolic for today’s Ukrainian heroes fighting for a free nation to rest alongside heroes of past generations.

Among other events, the Czech Republic announced changes to its regulations for Ukrainian refugees and also detained a sanctioned metropolitan of the Moscow Patriarchate for possessing a white powder. Meanwhile, Ukraine placed a record order for long-range artillery shells, signaling ongoing military operations and efforts to bolster national defense capabilities.

The situation in Ukraine remains tense, particularly in light of threats from the Russian Federation, which demands proactive measures from the state to ensure security and maintain economic stability. The meeting with the president and other key government decisions reflect continued efforts to strengthen the country amid war. Tsikhanouskaya’s visit also underscores the importance of international solidarity, which could be a crucial factor in supporting the Belarusian people and protecting democratic values across the region.
