Russia attacked SOCAR oil terminals in the Odesa region for the second time
On the night of August 18, Russians once again struck the oil terminals of the Azerbaijani state company SOCAR with drones, causing a massive fire, reported the head of the Odesa Regional State Administration, Oleg Kiper.
According to the Main Department of the State Emergency Service of Ukraine in the Odesa region, Russia attacked the area with strike drones, leading to a fire outbreak at the fuel and energy infrastructure facility. Rescuers and firefighters were promptly dispatched to the site, and they managed to quickly extinguish the fire.
'This is no longer an accident; such strikes can be classified as a deliberate attack on Azerbaijan's civil infrastructure in Ukraine. They exhibit signs of war crimes,' said former Deputy Attorney General Gündüz Mammadov.
International reaction to the attack
Mammadov proposes the creation of a joint international investigative group of Ukraine and Azerbaijan to investigate this incident. If intentional crime is confirmed, this attack may be regarded as an act of aggression. It was also noted that as a result of the attack, seven oil storage tanks were damaged.

Note that this is the second attack on the SOCAR oil terminals in the Odesa region. The first attack occurred on August 8.
