Russia Expands Its Military Footprint

Finland’s Defense Minister Antti Häkkänen has reported that Russia is ramping up its weaponry and military infrastructure. According to him, Moscow is forming new army units and boosting troop numbers. These moves come alongside the construction of fresh military facilities close to Northern Europe and the Baltic region. In response, Finland and NATO are reinforcing their own defensive positions.

“Russia is creating new military units, increasing troop strength, and building up its capacity to quickly mobilize forces from other parts of the country,” Häkkänen stated, adding that “Finns can remain calm.”

Examples of Military Infrastructure

A key example is the new military base under construction in Petrozavodsk, work on which began in the spring. Around ten large barracks are being built there. Satellite images from November 2025 first showed signs of forest clearing at the site, and earthmoving operations started last winter. The base’s existence is confirmed by a document detailing the connection of the property to Petrozavodsk’s water and sewage networks, with costs for these utilities estimated at nearly €5.9 million.

NATO’s Supreme Allied Commander Europe, General Alexus Grynkewich, noted that Russia is not seeking a direct conflict. However, the buildup of military power and infrastructure points to rising tensions in the region, alarming neighboring countries. As a result, the security situation in Northern Europe and the Baltics remains under close watch, with Finland and NATO adapting to the shifting threat landscape.
