Finland's Security Service Issues Warning on Russia

Finland's Security and Intelligence Service (Supo) has assessed that once its war against Ukraine concludes, Russia is likely to intensify its intelligence operations across Europe, with Finland being a prime target. This heightened risk stems from Finland's geographical position and its recent accession to NATO. While a significant portion of Russia's intelligence resources are currently dedicated to the conflict in Ukraine, these assets could be redeployed elsewhere post-war. This potential shift represents a significant strategic concern for European security.

Finland shares a 1,340-kilometer border with Russia. Following Russia's full-scale invasion of Ukraine, Finland abandoned its long-standing policy of military non-alignment and joined NATO in April 2023. Supo warns that these geopolitical shifts could complicate the regional security environment, as Russia is actively preparing to rebuild its intelligence capabilities in Europe.

'The war has degraded Russia's intelligence capabilities in Europe, and Russia is preparing to restore them,' Supo noted.

Analysts estimate that Russian intelligence and influence resources currently tied to the Ukraine conflict will become available for use in other regions after the war ends. Juha Martelius, a Supo representative, added that 'the intelligence threat Russia poses to Finland will become more diverse, and previous working methods will be supplemented by methods that have proven effective in the current circumstances.'

Evolving Intelligence Tactics

Among the new methods Russia may employ are:

  • Increased reliance on intermediaries and proxies
  • Intelligence gathering from bases located within Russian territory

This evolution in tactics underscores the need for constant vigilance. Consequently, Finland must prepare for potential changes in the intelligence landscape that could threaten its national security.

Given this assessment, it is crucial for Finland and its NATO allies to enhance their security and intelligence measures to counter potential threats from Russia. Finland's NATO membership has already altered the geopolitical balance in the region, and future Russian actions could present new challenges for Finnish and neighboring nations' security. Maintaining alertness and adapting to new conditions are critical for ensuring regional stability.
