Security Situation in Occupied Parts of Kherson Region

Russian forces have escalated security raids and detachments in occupied areas of Ukraine's Kherson region. This activity is linked to preparations for holding Russian State Duma elections in these territories in September 2026. Increased checks and arrests of residents have been reported in towns including Henichesk, Skadovsk, and Nova Kakhovka.

Local occupation authorities have reportedly been instructed to identify and isolate individuals with pro-Ukrainian views. This points to a tightening of control over the population in these temporarily seized areas. Concurrently, Russia has begun active logistical and security preparations for the parliamentary elections, underscoring the Kremlin's intent to solidify its political influence there. These actions are widely condemned by Ukraine and its Western allies as illegitimate.

Humanitarian Crisis and Political Manipulation

Russian President Vladimir Putin has ordered the creation of conditions for what he terms the "safe" conduct of elections in the Donetsk, Luhansk, Zaporizhzhia, and Kherson regions. This directive comes after nearly four years of full-scale war, which has left millions of people living under Russian control.

Currently, residents in these occupied areas endure a collapse of basic services, which includes:

  • unreliable electricity supply
  • a shortage of drinking water

This severe humanitarian situation could complicate election logistics and further undermine any claims of legitimacy. Nevertheless, Russia continues to advance its plans for political control over these territories.

The events illustrate Russia's systematic effort to consolidate its hold on the region through political manipulation. Holding State Duma elections in an environment of repression and coercion may be used by the Kremlin to legitimize its actions internationally.
