Russia's Shadow Fleet for Energy Exports

Despite ongoing sanctions from the United States and the European Union, Russia is steadily growing its shadow fleet to export energy resources. According to available data, at least four liquefied natural gas (LNG) tankers—named 'Kosmos', 'Luch', 'Orion', and 'Merkuriy'—have re-registered under the Russian flag and are now heading toward the Arctic. These vessels are currently moving through the North Atlantic, with one signaling a course for Murmansk.

Located near the floating gas storage facility Saam, the port of Murmansk serves as a key hub for exports from the Arctic LNG 2 project, which is itself under U.S. sanctions. The tankers changed their flag registration between March and April, following their transfer to new, little-known owners. Previously, these ships were owned by Oman Ship Management Co. or its affiliated entities.

Tanker Operations and Current Status

In addition, at least 16 tankers have been involved in transporting LNG from sanctioned Russian projects. One vessel, the tanker 'Marquise', was damaged in March and taken out of service after an operation by Ukrainian defense forces. Russia had been using this ship to export petroleum products while bypassing restrictions. Given these developments, the situation surrounding Russia's shadow fleet for energy exports remains tense and warrants continued monitoring.

These events highlight how Russia is actively seeking ways to circumvent international sanctions while pushing ahead with its energy projects, despite pressure from Western nations.

The expansion of the shadow fleet may signal how Russian companies are adapting to new conditions, and it could have significant implications for the global energy market—particularly regarding gas prices and regional energy security.

As the situation evolves, the international community is increasingly concerned about Russia's strategic maneuvers in the energy sector. In light of this, Zelenskyy's call for sanctions on Russia's extensive oil shipments from its shadow fleet highlights the urgent need for a coordinated response to curb these activities and mitigate their impact on global markets.
