Ukraine is implementing a whitelist system for Starlink terminals, ensuring only verified and registered devices can operate. This is a direct response to intelligence indicating Russian occupation forces plan to reactivate disabled terminals using collaborators. For its military, Ukraine maintains a separate, secure communications channel via the Delta system to safeguard critical battlefield data.

Threats from Collaborators and Countermeasures

Advisor to the Minister of Defense on technological issues, Serhiy Flash Beskrestnov, outlined several methods collaborators might use to activate terminals, including:

  • Paying someone to register a device at a Civil Service Center (TSNAP).
  • Using a fictitious limited liability company (LLC) for registration.
  • Salvaging a Starlink terminal from a captured drone.

He emphasized that all such attempts will be blocked, as Ukrainian authorities possess the technical means to do so. Starlink terminals, provided by SpaceX, have been vital for Ukraine's military and civilian communications since the full-scale invasion began.

"We will block all these Starlink terminals (we know how). As for those tempted to make easy money from the enemy, they face imprisonment, and not a short sentence. This isn't like setting a car on fire and running away; it's going to a TSNAP and essentially documenting your crime for the court."

These proactive steps demonstrate Ukraine's commitment to preventing Russian forces from exploiting critical communication technology. Defense Minister Mykhailo Fedorov has stated that information technology security is a top priority under current wartime conditions. Ukraine's actions aim to maintain control over vital technologies and counter any attempts at misuse by the adversary, reinforcing its defensive posture in the cyber and information domains.
