Despite Heavy Casualties, Russia Aims to Form 11 New Divisions by Mobilizing 409,000 Personnel

Russian Military Command's Plans

Despite suffering significant battlefield losses, the Russian military command intends to create at least 11 new divisions, requiring the mobilization of approximately 409,000 personnel. Russia's total mobilization potential exceeds 20 million people, of which 4.5 million are considered trained reserves. In 2025, Russia successfully mobilized 406,000 citizens, meeting its recruitment target in full. This ongoing effort highlights the Kremlin's commitment to a protracted conflict in Eastern Ukraine.

Military Losses and Effectiveness

Russia's battlefield casualties, including killed and wounded, have reached 419,000, raising serious questions about the effectiveness of its military campaign. The total size of the Russian occupation force in Ukraine is now 711,000 troops. Ukrainian Commander-in-Chief Oleksandr Syrskyi noted a significant shortfall in Russian force generation, stating:

"Instead of the planned formation of 14 divisions, the enemy was able to create no more than half that number." - Oleksandr Syrskyi

He further emphasized that the primary focus of Russian resources has been on replenishing losses, which may indicate underlying problems with the success of their mobilization and combat operations.

Consequently, despite enormous casualties, Russia continues to build up its military forces through the mobilization of significant personnel. This demonstrates the Kremlin's sustained military efforts in Eastern Ukraine and suggests no immediate plans to reduce military activity, despite the difficulties it faces. In the context of a prolonged war, these actions are likely to influence the future course of military operations and the strategies of both sides.
