Russia's Proposal for Ukraine

Russia, through Deputy Foreign Minister Mikhail Galuzin, has declared its readiness to halt missile strikes against Ukraine for the duration of its presidential elections. This offer, however, is contingent on the prior establishment of a temporary UN-supervised external administration in Kyiv. Galuzin stated that this external administration must be implemented before any election organization can proceed. Furthermore, Russia promises to pause its attacks only on the actual voting day, with military operations continuing throughout the pre-election campaign period and resuming afterward.

Reactions and Potential Consequences

In an interview with the TASS agency, Galuzin argued that 'this step would allow for democratic elections in Ukraine, bringing to power a functional government with which a full-fledged peace treaty could be signed.' It is worth noting that similar proposals were previously voiced by Russian President Vladimir Putin, who in March 2025 also suggested involving the UN in Ukraine's governance. However, this idea reportedly found no support from U.S. President Donald Trump.

Separately, the Financial Times reported on a potential announcement of elections and a referendum in Ukraine for February 24. President Volodymyr Zelenskyy has since denied rumors of holding elections on that date. The sequence proposed by Moscow is therefore clear: first, external administration is imposed, and only then are elections organized. This proposal is widely seen as a non-starter for Kyiv and its Western allies, who view it as an infringement on Ukrainian sovereignty.

Russia's proposal for external administration in Ukraine raises significant questions about its realism and potential consequences. Involving the UN in governing the country could be perceived as an attempt by Russia to legitimize its influence over Ukrainian affairs amidst the ongoing conflict. The position of the Ukrainian government and the broader international community toward such initiatives remains firmly opposed, which is likely to prevent any implementation and shape the conflict's future trajectory.
