Historical Enlightenment Framework

Russia's Ministry of Education has approved a new Historical Enlightenment Concept and set up an expert council tasked with defining acceptable interpretations of the past. Operating out of Moscow Pedagogical State University, this body will bring together scholars and popularizers from various universities and academic institutions across the Russian Federation.

Legal Foundations

The legislative backbone for these efforts is already taking shape. In February 2026, the State Duma passed on first reading a bill aimed at preventing distortions of historical truth. The proposed law introduces official warnings and criminal liability for repeat offenses. Meanwhile, as of March 1, 2026, a separate law banning films that discredit traditional values has come into force. Violators face denial of distribution licenses or restrictions on online platforms.

Deputy Speaker of the State Duma Boris Chernyshov is overseeing a project promoting the "correct" interpretations of World War II. According to Ukraine's Foreign Intelligence Service, this initiative carries an economic dimension and forms part of a broader Kremlin project. Through its newly created council and supporting legislation, Russia's Ministry of Education aims not only to shape historical policy but also to enforce it.

These developments highlight the Russian government's growing focus on controlling historical memory and the educational process. Amid global shifts and challenges, the Kremlin seeks to establish a single, state-aligned version of history.
