Delay in Domestic Fiber-Optic Production

Russia has postponed its mandatory localization requirement for fiber-optic cable production until 2028. This decision follows the complete shutdown of the country's only manufacturing plant for this critical material. The Ministry of Industry and Trade proposed the delay after the sole facility, the 'Optic Fiber Systems' plant in Saransk, ceased operations due to severe equipment damage from attacks, creating major difficulties in supplying the domestic market.

Russia's stockpiles of fiber-optic cable are expected to be depleted soon, with production at the Saransk plant not forecast to resume before the end of 2027. Prior to the shutdown, this plant met up to 40% of domestic demand in a market that consumes an estimated 15-20 million kilometers of fiber annually. The halt has forced Russia to depend on imports from China, triggering a sharp price surge as Chinese suppliers have raised costs severalfold, further straining the market.

Expanding Chinese Influence in the Russian Market

Beyond the fiber-optic sector, Chinese economic activity in Russia is growing rapidly. The number of Chinese companies operating in Russia's online commerce sector increased 2.4 times in 2025, while registrations of Chinese businesses rose by 86% compared to 2024. Fiber optics are a vital component in systems controlling drones and other advanced military hardware, underscoring the strategic importance of securing a stable supply for Russian infrastructure. This material is essential for modern telecommunications and defense networks, making its scarcity a significant vulnerability.

This situation highlights the complexity and fragility of Russia's manufacturing sector, particularly amid diminishing domestic capacity and growing reliance on imported supplies.

The critical role of fiber optics for Russia's technological and military needs makes this supply issue acute, as further delays in restoring production could have serious consequences for national security and the economy.
