In a statement by the Ukrainian delegation at the plenary session of the OSCE Forum for Security Cooperation in Vienna, it was revealed that during attacks on Ukrainian cities, Russia resorts to a tactic of double terror. Cluster munitions are launched first, and then follow-up strikes are conducted on rescuers and repair teams arriving at the scene of the shelling.
'The cynicism lies in the double terror tactic: first, Russia launches Shahed drones equipped with cluster munitions, and then immediately conducts follow-up strikes, deliberately targeting firefighters and energy workers who arrive to mitigate the aftermath,' the Ukrainian delegation stated.
It was also disclosed that in just one week, Russia carried out 887 drone attacks and 49 missile strikes, including 33 ballistic ones. The most significant strike occurred on October 16 against critical infrastructure facilities in various regions of Ukraine.
Destruction of energy infrastructure on the front lines
The Ukrainian delegation noted that Russian forces are using guided aerial bombs that can operate at a distance of up to 200 km. According to the Main Intelligence Directorate of Ukraine, Russian occupation forces are focusing on the systematic destruction of energy infrastructure on the front lines, targeting key energy facilities in the Kharkiv, Sumy, and Chernihiv regions.
'These facts highlight the need to strengthen Ukraine's air defense and provide modern means to counter this threat,' it was noted in the statement by the Ukrainian delegation.
It was also revealed that Russia's statements regarding the situation on the battlefield are false, particularly that Ukrainian defenders are holding the defense of the city of Pokrovsk even amid the enemy's numerical superiority, and the claims about the protection of civilians and evacuation from dangerous areas were disproven, considering the facts of Russian crimes against the civilian population.
During attacks on Ukrainian cities, Russia uses drones with cluster munitions and directs strikes at emergency services arriving to mitigate the effects of shelling. Ukrainian military emphasized the need to strengthen air defense and provide modern means to counter Russian threats. They also denied Russia's false claims and continue to successfully hold the defense on the front lines.
