A fresh wave of Russian propaganda is attempting to undermine evacuation operations in Ukraine, according to the Center for Countering Disinformation (CCD). The false narratives claim that authorities are compiling secret databases and mandating medical checkups for children under 12 in frontline areas. The Kremlin’s goal is to disrupt the removal of civilians from danger zones, effectively using them—especially children—as human shields.

The fabricated reports allege that data collection on minors is underway in territories near the front line, alongside a mass compulsory health screening program for children up to age 12. Hostile media outlets and Telegram channels are circulating doctored screenshots that appear to be official orders from Ukraine’s Ministry of Health. The CCD has confirmed these images are forgeries, emphasizing that the enemy seeks to halt evacuations by keeping civilians trapped in high-risk areas.

Forced Evacuations and Security Threats

Amid this disinformation blitz, the Kharkiv Regional Defense Council has ordered the mandatory evacuation of families with children from 23 settlements in the Kupiansk district. In Donetsk region, the list of locations requiring forced child evacuations—along with their parents—has been expanded to include areas within 10 kilometers of the contact line. The CCD warns that these propaganda claims are a deliberate distraction from Russia’s own crimes, particularly the illegal deportation of Ukrainian children. It was precisely for these actions that the International Criminal Court issued arrest warrants in 2023 for Vladimir Putin and Maria Lvova-Belova.
