The Ukrainian government, together with the World Bank, the European Commission, the UN, and other partners, has initiated the fifth rapid assessment of the damage caused and the needs for Ukraine's recovery - RDNA5. This joint initiative is designed for four years and aims to assist the country in overcoming the consequences of the war. According to the preliminary assessment RDNA4, 13% of Ukraine's housing stock has been affected by the war, with over 236 thousand houses destroyed or damaged.
The most damage has been recorded in frontline regions, which account for 82% of all damage. The number of damaged and destroyed energy facilities has increased by 70% in 2025. The RDNA5 report will reveal the full scale of losses due to Russian aggression in various areas, including housing, transport, energy, and others.
“RDNA5 will include strategic elements such as comprehensive recovery, which is a new approach for affected communities. We are transitioning from object-by-object reconstruction to a comprehensive approach that will allow for more effective use of funds and determine the scale of the damage done,”
emphasized the project representative. The final report is planned to be presented in February 2026.
