Lviv Mayor Refutes Polish Opposition Leader’s Claims

Andriy Sadovyi, the mayor of Lviv, has denied statements made by Jarosław Kaczyński, leader of Poland’s opposition Law and Justice party, regarding his involvement in the Ukraine Recovery Conference (URC2026) held in Gdańsk. Sadovyi clarified that on the day of the conference, he was in Düsseldorf, where he intended to sign an agreement for the city to join the UNBROKEN Cities network. The day before, Lviv hosted its own event—Lviv Resilience Day—during which six new agreements were signed, securing over €2.5 million in support for the city.

Response to Debt Accusations

Sadovyi also addressed Kaczyński’s allegations concerning Lviv’s debt to the Polish company Control Process S.A., the contractor for a waste processing plant construction project. He stated that the company received more than €30 million for completed work, while Lviv refused to pay for unfinished tasks.

“The company was paid over 30 million for all work actually carried out. Lviv did not pay for work that was never completed. There’s nothing unusual about that—that’s how contracts work,” Sadovyi said.

Furthermore, he noted that the Lviv City Council had previously terminated the contract with Control Process S.A. due to the contractor’s repeated failure to meet contractual obligations and construction deadlines.

“So for such baseless accusations, it’s probably time to turn to the court,” Sadovyi added.

Oleksandr Yehorov, director of the municipal enterprise ‘Zelene Misto,’ confirmed that the company ignored the engineer’s orders and failed to address any concerns.

These events highlight the challenges Lviv faces in rebuilding its infrastructure amid the trauma of war. While collaboration with international partners, including Polish firms, is vital for attracting investment and support, the case of Control Process S.A. underscores the need to enforce contract terms to prevent disputes and ensure efficient use of resources.

These recent developments come on the heels of the mayor's admission regarding his unfulfilled campaign promises, which have been exacerbated by the ongoing war. This context underscores the complexities Lviv faces as it navigates both internal challenges and external partnerships in its recovery efforts.
