The Main Service Center of the Ministry of Internal Affairs, together with the Cyber Police, reported about the activation of fraudsters who offer to "buy" medical certificates for drivers without undergoing a medical examination. Such advertisements are spread through social networks, messengers, and dubious websites. Offenders promise "official documents with registration in the database" or "certificates without commission."
The Ministry of Internal Affairs Warns: You Can Only Obtain a Medical Certificate at a Licensed Establishment
A medical certificate for drivers is issued exclusively at official medical institutions that have a valid license. No intermediary or online service has the right to issue such documents.
The Ministry of Internal Affairs emphasizes that undergoing a medical examination is not a formality, but a safety measure for all participants in road traffic.
The purpose of the certificate is not to complicate the future driver's life, but to prevent accidents and tragedies on the roads.
How Fraudsters Operate with Fake Medical Certificates
The Cyber Police has recorded numerous cases of phishing websites that imitate the official pages of government agencies or medical centers. People, trusting such resources, enter personal data and pay for "services."
As a result:

citizens lose money;

their personal data (passport, tax ID, bank cards) end up in the hands of fraudsters;

the obtained documents are fake and have no legal force.
«After paying for the pseudo-services, the fraudsters disappear or send fake certificates. Using such documents entails administrative or criminal liability», the Ministry of Internal Affairs notes.
Criminal Liability for Fake Medical Certificates
Using fake medical documents falls under part 4 of Article 358 of the Criminal Code of Ukraine.
Penalties may include:

a fine of up to 50 tax-exempt minimums;

imprisonment for up to six months;

restriction of liberty for up to two years.
How the Ministry of Internal Affairs Detects Fake Documents
Despite fraudsters' attempts to bypass the system, staff at the Ministry of Internal Affairs service centers regularly detect fake medical certificates during document submission. Even the slightest doubt about authenticity is a signal for thorough verification.
Recently, in Lviv, during a driving license exam, a staff member of the Ministry of Internal Affairs discovered a fake certificate. The offender turned out to be a citizen born in 2005. The information was immediately forwarded to law enforcement agencies.
