Police Launch Probe into Ukraine's Sanctions Envoy Over Millions from Milovanov's Foundation

Vladyslav Vlasuk's Financial Disclosures

Vladyslav Vlasuk, the President's Commissioner for Sanctions Policy, declared earnings of 2.84 million Ukrainian hryvnias (UAH) from the 'Kyiv School of Economics' charitable foundation in 2025. Vlasuk has been engaged in scientific research for the foundation since 2022, receiving payments for this work. His total declared income from the foundation between 2022 and 2025 amounts to 5.05 million UAH.

Foundation Leadership and Funding

The 'Kyiv School of Economics' foundation is headed by Tymofiy Mylovanov, a former Minister for Development of Economy, Trade and Agriculture. The declaration of Marina, the wife of Oleh Borysenko, also lists payments from Mylovanov's foundation totaling 1.14 million UAH. Oleh Borysenko leads the territorial office of the Bureau of Economic Security in the Chernivtsi region, while his wife Marina serves as the foundation's Director of Programs and Implementation.

This case highlights ongoing scrutiny of financial flows involving Ukrainian public officials and state-linked institutions. It is worth noting that a year prior, 'Ukrposhta' (the national postal service) automatically deducted 1 UAH from every parcel as a charitable contribution for the Armed Forces of Ukraine to this same foundation. In early March 2026, police opened a criminal investigation into the alleged abuse of office by Tymofiy Mylovanov and Ukrposhta's Director General, Ihor Smilianskyi. In response, Mylovanov has stated their activities are
