Security Service Raids Lviv City Council
The Security Service of Ukraine (SBU) is conducting searches in a department of the Lviv City Council as part of an investigation into the exemption of military-eligible individuals from conscription. These actions aim to uncover potential violations in the processes governing draft exemptions, a matter of heightened importance given the needs of the Armed Forces of Ukraine and other military formations. The issue of draft exemptions has been a sensitive topic in Ukraine since the full-scale invasion, balancing critical workforce needs with military manpower requirements.
On December 8, 2025, the Cabinet of Ministers of Ukraine approved amendments to the procedure for reserving military-eligible personnel, which took effect on December 4 with the adoption of Law No. 4630-IX. This law establishes rules for exempting employees of enterprises, institutions, and organizations deemed critically important for supplying the Armed Forces during mobilization. The Ministry of Defense is also actively working on reforming the mobilization process, reflecting the priority of optimizing and improving exemption mechanisms.
The press service of the Lviv mayor's office stated that 'the city will fully cooperate with law enforcement agencies to establish all the circumstances of the case and ensure a fair investigation.'
The searches at the Lviv City Council department underscore the seriousness of the situation surrounding military draft exemptions in Ukraine during mobilization. Given the recent legislative changes concerning this process, ensuring compliance with the rules and preventing potential abuses is crucial. The cooperation of local authorities with law enforcement could be a key factor in establishing fairness and transparency within the exemption system.
