Illegal Bonus Scheme Uncovered
An officer from a military unit orchestrated a fraudulent system of awarding bonuses, which was uncovered by Ukraine’s Security Service (SBU), the State Bureau of Investigation (DBR), and the National Police. The official, whose duties included handling matters related to combat veterans, groundlessly authorized extra payments for soldiers who were never deployed to active conflict zones.
Amount of Unjustified Payments
Under this scheme, the officer issued monthly supplements of 100,000 hryvnias and one-time bonuses of 70,000 hryvnias. As a result, five service members received nearly 2.6 million hryvnias in combat pay without any justification. It is noted that none of these recipients had performed any frontline tasks.
In reality, the soldiers who received these payments were not present in combat zones and did not carry out any missions on the front lines.
The former head of the military unit’s combatant affairs group has now been formally charged under Article 364, Part 2 of Ukraine’s Criminal Code, which addresses abuse of office. Earlier, law enforcement also exposed a separate case involving a department chief at a military headquarters in Sumy Oblast, suspected of running a similar fake combat deployment scheme worth over 2.4 million hryvnias.
This crackdown marks a significant step in fighting corruption within the military and ensuring that budget funds allocated for service members are used fairly. The actions of law enforcement agencies highlight an intensified effort to detect and penalize abuses in the military sphere, which could help strengthen public trust in the country’s security institutions.
