Former Crimea Energy Minister Detained by SBU in Kyiv

СБУ затримала екс-міністра енергетики Криму в Києві.

Arrest of Serhiy Kolobov

Ukraine's Security Service (SBU) has arrested Serhiy Kolobov, the former head of the Republican Committee for Fuel, Energy, and Innovation Policy of the Autonomous Republic of Crimea, in Kyiv. Following Russia's annexation of Crimea in 2014, Kolobov chose to collaborate with the occupation administration, acquiring Russian citizenship and being appointed as the so-called minister of fuel and energy for the Republic of Crimea. This arrest is part of ongoing Ukrainian efforts to hold accountable those who aided the occupation.

Kolobov's Activities

According to law enforcement sources, Kolobov assisted the Russian occupation administration in establishing control over:

  • the Simferopol and Sevastopol thermal power plants;
  • the Tavriyska thermal power station;
  • a network of solar and wind power plants;
  • gas pipelines and gas compressor stations;
  • oil depots and oil terminals in Kerch and Feodosia.

In the two years following his appointment, he worked to integrate and re-register Crimea's energy assets under Russian law.

Kolobov was apprehended in Kyiv, where he had traveled for personal matters. During searches, authorities found Russian passports, bank cards, and documents confirming his activities on behalf of the Russian Federation. SBU investigators have charged him under Part 1 of Article 111 of the Ukrainian Criminal Code (high treason). He is currently held in custody without the possibility of bail, facing up to 15 years in prison and confiscation of property.

The detention of Serhiy Kolobov underscores the proactive stance of Ukrainian law enforcement agencies in combating collaborators and those supporting occupation regimes.

This case also highlights the growing focus on Crimea's energy assets and their control, given their strategic importance to Ukraine. Such actions may have repercussions for other individuals cooperating with the Russian administration in Crimea and could spur further investigations in this area.

The arrest of Serhiy Kolobov is a significant move in Ukraine's ongoing efforts to address collaboration with the occupying forces. In a similar vein, the Ukrainian Security Service recently detained a woman from the Kherson region who disguised herself as an internally displaced person to avoid capture. This incident further illustrates the various tactics employed by those attempting to evade justice.
