Defense Policy Bill Advances
The Senate Armed Services Committee has approved its version of the annual National Defense Authorization Act (NDAA), a $1.15 trillion package. A central element of this legislation is the allocation of $750 million under the Ukraine Security Assistance Initiative, which will be used to purchase weapons for Ukraine's armed forces from American manufacturers. This marks another significant step in U.S. military support for Kyiv amid the ongoing conflict with Russia.
The bill also prohibits the use of federal funds to recognize Russian sovereignty over occupied Ukrainian territories. Additionally, it mandates that U.S. intelligence agencies assist Kyiv in defending and reclaiming those lands. Notably, the Senate version includes a proposal backed by Donald Trump to rename the Department of Defense as the "Department of War."
Voting and Legislative Support
Both chambers of Congress have already cast their votes: the House of Representatives passed the bill 226 to 195, which includes new aid for Ukraine and sanctions against Russia. The votes in favor came from:
- 207 Democrats,
- 18 Republicans,
- Independent Representative Kevin Kiley of California.
On June 4, the House held a procedural vote. Crucially, a discharge petition gathered the necessary 218 signatures on May 13 to force consideration of the measure. The last major congressional action on Ukraine aid occurred in April 2024, when President Biden signed a package worth over $60 billion.
House Speaker Mike Johnson stated that the goal of this approach is to 'give Trump room to negotiate with Moscow.'
Currently, the bill is in the reconciliation phase to merge the House and Senate versions, after which the final decision will be made by the president.
The passage of this legislation underscores continued U.S. support for Ukraine amid the protracted armed conflict with Russia.
