AI Deployment on the Ukrainian Front
A February report from the Stockholm International Peace Research Institute (SIPRI) on military artificial intelligence procurement highlights a critical trend: any advantage gained from progress in this field lasts only a few months before an adversary deploys countermeasures. Report authors Netta Gussak and Vincent Boulanin support their findings by citing a joint study by Samuel Bendett and David Kirichenko from the Modern War Institute at West Point, published in January 2025.

Despite this shift, the component base for these systems remains largely foreign. While traditional procurement used by Western armies often follows a rigid 'waterfall' model, AI development requires continuous refinement, retraining, testing, and updating of models. One integration model being utilized is known as 'AI as a service'.
The SIPRI report authors conclude that 'any advantage provided by progress in AI can be lost within months as an opponent develops countermeasures.'
