Ukraine’s Military Shifts to Asymmetric Warfare Strategy, Says Commander-in-Chief Syrskyi

Ukraine’s New Military Approach

Facing limited resources, Ukraine’s top military commander, Oleksandr Syrskyi, has announced a strategic shift from a war of attrition to an asymmetric warfare model. Speaking at an EU Military Committee meeting of commanders-in-chief, he outlined the priority needs for Ukraine’s defense forces, including:

  • strengthening air defense systems
  • supplying artillery systems and ammunition
  • advancing drone technology

The battlefield situation in Ukraine remains challenging, as occupying forces continue to deploy hundreds of attack drones daily.

“Given our limited resources, to effectively counter a much larger enemy, we are trying to move from a war of attrition to an asymmetric strategy. Our main tasks are to stop the enemy’s advance, launch effective counterattacks, strike Russian forces—including deep within their territory—and protect our skies.”

Syrskyi also detailed the defense forces’ needs for weapons, ammunition, and military equipment, stressing the urgency of air defense, missile defense systems, and missiles for these platforms.

Military Gains and Frontline Situation

Over the past year and into spring 2026, Ukrainian forces have prevented Russian occupiers from achieving any strategic objective of their so-called special military operation. Since the start of 2026, total Russian army losses have exceeded 141,500 personnel, with over 83,000 of those being irreversible. For five consecutive months, the Russian army has been losing more troops than it can mobilize.

Ukraine’s Armed Forces have achieved their most significant frontline successes since the Kursk operation in August 2024. Starting in November 2025, defense forces liberated a large portion of Kupiansk in Kharkiv region. During the winter and spring of 2026, Ukrainian troops reclaimed over 400 square kilometers in southern Ukraine, and since late April 2026, they have liberated several settlements in western Zaporizhzhia region. These accomplishments demonstrate steady progress in Ukrainian military operations, despite the difficult battlefield conditions.

The transition to an asymmetric strategy reflects how Ukrainian forces are adapting to new combat realities, particularly under resource constraints. Strengthening air defenses and securing continued support from international partners will be critical to maintaining the country’s defensive capabilities. The outcomes of recent combat operations underscore the resilience of Ukraine’s Armed Forces and their capacity to launch counteroffensives, potentially shifting the conflict’s trajectory in Ukraine’s favor.
