Hunduz Mamedov Appointed to Lead New War Crimes Documentation Unit
Hunduz Mamedov has been named deputy head of the Military Law Enforcement Service within the Armed Forces of Ukraine. In this role, he will lead the newly created Directorate for Documenting Violations of Armed Conflict Law, tasked with recording and preserving evidence of war crimes in combat zones. The appointment was made by Defense Minister Mykhailo Fedorov.
Mamedov serves as an officer in the 59th Separate Assault Brigade named after Yakiv Handziuk and previously oversaw international crimes investigations at the Prosecutor General's Office. From 2019 to 2022, he served as Deputy Prosecutor General of Ukraine, where he initiated the creation of a specialized war department. In February 2022, Mamedov joined the Armed Forces of Ukraine, continuing his service with the 59th Separate Assault Brigade of Unmanned Systems.
Unified Data Recording Standards Established
Commander-in-Chief of the Armed Forces of Ukraine Oleksandr Syrskyi has signed an order establishing uniform standards for recording data during combat missions. The directive also expands efforts to collect information on Russian war crimes and defines documentation procedures within the Delta Integration Platform system. Syrskyi noted that
“the occupiers systematically violate international humanitarian law, shell civilian infrastructure, and employ terror, torture, and executions.”
Mamedov's new role signals a stepped-up push by Ukraine's military to document war crimes and enforce compliance with international humanitarian law. The creation of the Directorate for Documenting Violations of Armed Conflict Law marks a key move to combat impunity for offenses committed during the conflict. It also underscores Ukraine's commitment to the international community to record and investigate war crimes, potentially paving the way for legal accountability for those responsible.
