Most Russians Refuse to Finance the Army: Survey Data

According to a survey conducted in September 2025 by the Levada Center, it has been found that most Russians are not willing to voluntarily donate money to support the army and increase payments to military personnel involved in the special military operation. According to the survey, only 18% of respondents expressed willingness to donate between one to two thousand rubles each month for these purposes, while another 27% expressed doubts and stated that they 'are rather willing,' but not under all conditions.


According to the survey, these figures have hardly changed compared to April 2023. Back then, also 18% of participants expressed willingness to support the army, while 26% expressed doubts about such assistance. At the same time, 20% of respondents believe that they are not ready to donate money, and 31% noted that they are categorically opposed to this initiative.



Diversity of Opinions on Supporting Military Actions by Russia


In Ukraine, most people have differing opinions regarding the support of military actions by Russia on the territory of the country, the duration of the operation, and the necessity of mobilization. The survey shows a lack of consensus regarding a second wave of mobilization. Also, approximately 40% of Russian citizens believe that with the return of 'heroes of the special military operation' from the front, the situation with crime will deteriorate significantly.



According to the survey results, most Russians are not ready to financially support the army, which may indicate general disinterest in military issues in society.
