The government is changing the social model of Ukraine: what awaits 15 million citizens

The Minister of Social Policy, Family, and Unity of Ukraine, Denys Uliutin, participated in a high-level dialogue on the topic of 'How to introduce a new social model in Ukraine: the experience of other countries in light of Council of Europe standards.' This discussion involved representatives from the government, parliament, the judiciary, and international partners.


Denys Uliutin emphasized that the current social system model, which was created many years ago, no longer meets the needs of modernity. Currently, social protection covers over 15 million citizens and is the second largest spending sector after defense. Therefore, a new approach is needed, based on transparent rules, targeted support, and realistic state obligations. The modernization of social services, the pension system, and the minimum subsistence level are considered priorities.


'There must be a fair and realistic social system,' Denys Uliutin stated.

Representatives of the Council of Europe and the European Union confirmed their readiness to support Ukraine in this process. At the same time, parliament and the judiciary emphasized the need to adopt decisions that would protect people's rights and ensure the financial stability of the system.


The participants in the discussion agreed to continue joint work on creating a new social model that meets European standards and guarantees quality and dignified social protection for Ukrainians.


Denys Uliutin's participation in the high-level dialogue regarding the new social model in Ukraine highlights the importance of reviewing and modernizing social programs in the country. This will foster more effective and equitable social protection for citizens and align with European standards and state development goals.
