Social Protection Programs in Ukraine for 2026
Ukraine has established several social protection initiatives for 2026, designed to assist vulnerable groups including internally displaced persons (IDPs), families with children, students, and others. These programs specify payment amounts, eligibility criteria, and the procedures for applying for assistance. These measures are part of the government's ongoing response to the economic pressures faced by its citizens.
For IDPs in 2026, the basic rates are set at 2,000 hryvnias per adult and 3,000 hryvnias per child or person with a disability. The one-time payment for a child's birth, effective from January 1, 2026, will be 50,000 hryvnias. Monthly childcare payments for a child up to one year old will range from 7,000 to 10,500 hryvnias. The UN Refugee Agency (UNHCR) provides support of 10,800 hryvnias per person, paid quarterly. Additionally, one-time winter payments of 6,500 hryvnias are planned for children with disabilities and other vulnerable groups.
Compensation and Support Initiatives
Compensation for housing rent is available for internally displaced persons, along with a special bonus for those who secure employment. IDPs who have worked or operated a business for six months may qualify for an additional one-time payment. Furthermore, the 'eYasla' program operates to compensate working parents for childcare expenses.
Applications for aid can be submitted via the 'Diia' app, at Administrative Service Centers (ASCs), or through the Pension Fund offices. Low-income families may also receive subsidies and benefits for utility services. Separately, veterans, families of the fallen, individuals with war-related disabilities, and combat participants are entitled to benefits regardless of their income level.
In 2026, social scholarships for students are granted to the following groups:
- Orphans and children deprived of parental care,
- Students with disabilities,
- Children from low-income families,
- Children of participants of the Revolution of Dignity and combatants.
The 2026 social programs in Ukraine are aimed at supporting the most vulnerable segments of the population, including IDPs, families with children, and students. Given the persistence of socio-economic challenges, the effectiveness of these initiatives is crucial for ensuring stability. Utilizing digital platforms and other accessible channels for application helps streamline the process for those in need of support.
