The state budget for the next year will be directed towards implementing large-scale social support programs for the most vulnerable segments of the population. According to First Deputy Minister of Finance Roman Yermolichev, expenditures on social protection and social support ranked second in the budget structure, after the security and defense sector.
“The Budget-2026 demonstrates that even in wartime, the state maintains clear priorities — supporting those who need protection the most. We are directing additional resources towards social payments, assistance to families with children, support for internally displaced persons, improving the standard of living for persons with disabilities, and timely pension payments. This allows us not only to meet our obligations but also to change our approaches to support programs so that millions of Ukrainians receive the necessary assistance on time and in full”
The total spending by the Ministry of Social Policy on social support for citizens will rise to 468.5 billion hryvnias, which is 47.6 billion more than last year.
Main areas in the Budget-2026:
- 133.5 billion UAH for social payments and assistance to vulnerable population categories, including IDPs;
- 42.3 billion UAH for subsidies for utility payments;
- 251.3 billion UAH for transfers to the Pension Fund for stable and timely pension payments;
- 9.9 billion UAH for measures to support persons with disabilities;
- 1.6 billion UAH for the health and recreation of children and the development of family forms of upbringing.
The Ministry of Finance will continue to work on ensuring that state support is directed to those who need it the most and is provided effectively and specifically.
