A spam call blocking system has officially started in Ukraine. Mobile operators Vodafone, Kyivstar, and Lifecell have already begun cutting off numbers that call users with advertising offers without consent. Minister of Digital Transformation Mykhailo Fedorov reports.
Will Ukrainians receive spam calls from October 2, 2025
According to Mykhailo Fedorov, new rules are in effect from October 2 that allow operators to block violators. Thousands of numbers have already been blocked in the first days of the government's decree. Now Ukrainians can not only get rid of annoying calls but also personally contribute to purging the network of spam.
How to report spam calls
To report a violation, you only need to contact your operator:

Vodafone: via the My Vodafone app or by calling 111, 0 800 400 111 (within Ukraine), +38 050 400 111 (while roaming)

Kyivstar: via My Kyivstar or by calling 466, 0 800 300 466 (within Ukraine), *105466# (while roaming)

Lifecell: via My Lifecell or by calling 5433, 0 800 20 5433 (within Ukraine), +38 063 5433 111 (while roaming)
Additionally, a complaint can be filed with the government hotline 1545 or an online request submitted on the National Commission for Electronic Communications (NCEC) website.
The Ministry of Digital Transformation encourages Ukrainians to actively report spam to expedite the blocking of violators and reduce the number of unwanted calls. The new rules are established by government decree No. 761 of June 25, 2025, which provides for the creation of a transparent system of electronic communications free from intrusive advertising.
