TCC Employees Will Begin Recording Videos on Cameras from September 1: What Will Change

The Ministry of Defense has approved the instructions for the use of body cameras by employees of Territorial Recruitment Centers (TCC). Starting from September 1, this has become mandatory for employees involved in notification groups in the TCC. This new requirement aims to ensure transparency and legality during mobilization activities and increase accountability.



The use of body cameras by members of the notification groups already has legal justification


At the same time, the Ministry of Defense has begun creating a specialized information system that standardizes the video recording process to avoid violations. The instruction developed and approved by the Ministry of Defense clearly defines the rules for using the cameras and establishes general requirements.



Rules for Using Body Cameras



  • Notification about the use of the camera to individuals being recorded on video.

  • Start of recording from the moment the TCC representatives start performing their duties.

  • Continuous recording until the notification measures are completed.

  • Video recording on the uniform clothing of military personnel.

  • Prohibition on deleting, altering, or turning off recordings.



After the end of the working day, military personnel must return the video cameras for monitoring and data storage on a central server. The service is supported by the Military Law Enforcement Service of the Armed Forces to prevent unauthorized access to video materials.



Storage of video recordings on the server will last for 30 days, but the period may be extended if necessary, for example, in criminal proceedings or when investigating complaints. Control over the use of body cameras is entrusted to a responsible person from the TCC and the National Police.



Protection Against Malicious Actions


The implementation of body cameras will help improve discipline and protect both employees and citizens from possible abuses. Video materials will serve as impartial evidence in contentious situations and ensure protection against unlawful actions.



The Ministry of Defense has required the employees of Territorial Recruitment Centers to use body cameras to ensure transparency and legality during mobilization activities. This new requirement is aimed at increasing accountability and preventing possible abuses.
