U.S. Prepares for New Talks with Lukashenko: Agenda for the Minsk Meeting

John Cole's Meetings in Vilnius

Prior to his visit to Minsk, U.S. Special Envoy for Belarus John Cole held talks in Vilnius. In meetings with Lithuanian Prime Minister Ingrida Šimonytė and members of the Lithuanian Seimas, Ignas Vėgėlė and Rimas Jankūnas, Cole discussed political cooperation between Lithuania and the Belarusian authorities. Notably, Petras Gražulis, a Member of the European Parliament, stated Lithuania's unwillingness to engage in political-level cooperation with Lukashenko's regime.

Pressure from Belarus

Lithuania refuses to hold a ministerial-level dialogue with Belarus, despite calls from Minsk to begin negotiations. Belarus is pressuring Lithuania by launching smuggling balloons that disrupt operations at Vilnius Airport. Furthermore, the Belarusian side is detaining Lithuanian trucks and trailers.

For his part, Alexander Lukashenko has initiated talks with the U.S. delegation led by John Cole. It is known that Lukashenko has met with Cole several times, with the most recent such meeting taking place in mid-December 2025. During these negotiations, the U.S. secured agreements with Lukashenko for the release of over 250 political prisoners.

Petras Gražulis: 'We agreed not to publicize this meeting extensively, as Alexander Lukashenko is very sensitive. We discussed all the most pressing issues today – relations with Belarus, the Lithuanian side's refusal to form a delegation – and to conduct negotiations at a political level to resolve all matters.'

These remarks underscore the complexity and sensitivity of the situation in Lithuanian-Belarusian relations, as well as the importance of continuing dialogue at the international level.
